MPLAD Scheme for Ham Radio Clubs in Schools

The Prime Minister on the 23rd of December 1993 announced the "Members of Parliament Local Area Development Scheme" (MPLADS) in the Parliament.

Under this scheme a Ham club can be setup in high schools or colleges so that the benefits of technological advances can be brought to the students at a young age. Initially a High Frequency ham equipment can be installed at schools.  More advanced ham equipments in VHF, UHF and satellite frequency bands can also be introduced in progressive manner.

The Guidelines on MPLADS by Dept. of Programme Implementation, Govt. of India states that Implementation agencies can be either Government or Panchayat Raj institutions or any other reputed non-governmental organisation who may be considered by the District Head as capable of implementing the works satisfactorily.

HAM (AMATEUR RADIO STATION) CLUB IN EVERY HIGH SCHOOL. A VISIONARY TAKES INITIATIVES TO BUILD A CADRE OF SOCIALLY USEFUL CITIZENS
Taking advantages of the provisions made in the MPLAD scheme the Hon'ble Member of Parliament Mr. Denzil B.Atkinson took initiatives to encourage school children & has allotted funds to set up Amateur Radio clubs in several schools in Hyderabad.
It is Mr. Denzil B.Atkinson's vision that the modern education should be very meaningful in that every student who comes out of a school/college is not only required to gain skills through learning to become eligible for good earning  later in life, but also become useful citizens throughout their life time by involving themselves in some socially useful activities.
Thus he has identified electronics projects under MPLAD specially establishing Ham Clubs in 4 schools as a first initiative in the year 2000-2001.

1) St. Paul's High School
2) Little Flower High School
3) Rosary Convent High School of Hyderabad
4) St. Patricks High School of Secunderabad

Considering the very useful role played by the student "Hams" (Amateur Radio operators as they are known) in many natural calamities and other events. He also wanted the children to utilize their latest talents through interaction, a facility available through amateur radio communication, all over the world from these established clubs under MPLAD. This program was implemented by NIAR.
